Improved situations when opening new tabs that would cause existing tabs to be reloaded. For example, opening a link from a Search or Factbook screen should no longer cause those screens to be reloaded, thereby losing the scroll position within the results.

Fixed an issue with library catalog indexing. Hopefully this should address some reports where library facet counts get out-of-sync with library results (for instance, the number of downloaded resources).
