Bug: Duplicate passage drop in Passage List inconsistency

When creating a passage list from a note file (created solely to test verse-mapping) the Passage Guide correcly sequences the references by the currently #1 priority Bible. However, the passage name chosen does not correspond. Specific expected behavior: when called Susanna (in the NRSV) it appears in the apocrypha; when called Daniel 13 it appears among the major prophets.
