Bug: 4.0b failure to sync bookmarks

Summary two copies of LOGOS fail to sync bookmarks. Have tried restart and re-logon to both copies (restart holding CTRL), sync now. I observed startup sync icon but the bookmark contents do not update or transfer.

Have tried changing bookmarks in one and both copies. no changes move in either direction.
The circular arrows do not appear in the menu bar once the startup sync is finished.

Sync now appears to have no effect on network traffic.

The previous release would update bookmarks between these two machines, network access is confirmed.
